In 1990-91 there was a great falling off in the prices of Galician seafood, perhaps due to the influx of imports. The organization of a commercial policy, based on products and qualities, seems the most adecuate proceedure in the face of the impossibility of increasing production in the short term, to make the most of the fine productive capacity of the seafood. The limits imposed by natural conditions can only be reached with the help of technology capable of overcoming the limitations of the present model of production (organize commercialization strategies and defend prices; organize production and the reduction of costs; manage resources in reproduction; ward off the danger of over-fishing and regulate the supply; develop techniques of extensive and semicultivation; develop the artificial production of seed and the reduction of the uncertainty of the dependence on natural seed production; develop the capacity to generate investments to confront the technological challenge. The limitations of the present model of production can only be surmounted if the sector is endowed with an economic structure capable of efficient management, a structure and management which are lacking at this moment in time, although we have been witness
