Abstract
The formation of municipal oligarchies, which had originated in the Low Middle Ages, reached its maturity Turing the reign of The Hausburgh. At this time it was possible to make the growth of royal power compatible with the survival of the oligarchies power in their local territory. This paper pays attention to the development and characteristics of this process in the main Cantabrian Coast cities.
