Abstract

The doctrine on the annulment of the General Plans is analyzed, as well as their legal effects on licenses, planning instruments, works and agreements. It proposes new legal possibilities to reduce nullities and their effects, derived from errors in the processing of plans, analyzing the doctrine of Constitucional Court in relation to the annulment of a rule, the Draft Law to strengthen the legal security in the Urban Development Ordinance and the study of comparative models of Urban Planning. Once the solutions have been studied, the casuistry of different annulled Plans and the legal effects with the application of these proposals are considered. Finally, the Constitutionality of the proposals is studied.
