Irrigation Communities are private-based entities which carry out some public functions. Considering the mixed nature of Irrigation Communities, Law 19/2013, of December 9, on transparency, access to public information and good governance, includes them in its subjective scope of application, regarding only the activities they carried out subject to administrative law.
