Abstract

Irrigation Communities are private-based entities which carry out some public functions. Considering the mixed nature of Irrigation Communities, Law 19/2013, of December 9, on transparency, access to public information and good governance, includes them in its subjective scope of application, regarding only the activities they carried out subject to administrative law. This paper analyses the scope of the right to access information held by the Irrigation
Communities in light of the decisions issued by the Council for Transparency and Good Governance and by its regional counterparts.
