Abstract

According to the Spanish Constitution, legislation, management and grant resources and uses hydraulic when waters run for more than one autonomous community is exclusive competence of the State. Also attributed to the autonomous management of the territory and urban planning. This paper analyzes the report which must issue the hydrographic confederations prior to the adoption of urban plans which constitutes one of the mechanisms for the coordination of the exclusive powers on the same physical space without forgetting its function as guarantee of the sustainable use of water
