¿Son las comunidades de regantes poder adjudicador a los efectos de la ley de contratos? Un comentario a la resolución 15/2019 del tribunal de recursos contractuales de la junta de andalucía

Abstract

The present work analyses the inclusion of corporations of Public Law among which have the consideration of contracting authorities in the new Contracts of Public Sector’s Law, corporations among irrigation communities are. The Court of Contractual Resources of the Government of Andalusia has examined in a novel resolution, later confirmed by the Central Administrative Court of Contractual Resources, the subjective elements of contracting authorities’ concept to confirm if those elements get together in irrigation communities.
