Abstract

Decree-Law No. 28/2018 of May 3 created the Fund for Social Innovation (FIS), the fourth instrument of the Portugal Social Innovation Initiative. The FIS stands out from the other instruments because it is the only one to offer repayable financing, predict financial return and include limited liability companies and joint-stock companies qualify as Small and Medium Enterprises as beneficiaries. The purpose of this article is to provide a brief legal analysis of Decree-Law No 28/2018 in the context of the development of the Portuguese legal framework and the European legal framework for social enterprises.
