Abstract

The 106/2013 Decree-Law defines the statute of non-governmental organizations representing persons with disabilities. This decree, besides regulating the main rules about the creation, organization and public financing of those NGO, can
be seen as an additional sign of the paradigm shift that is happening in the way the design and execution of public policies in disabilities are made. The logic of partnership is the catalyst for the relationship between the State and the
citizen with disability and is crucial as a mean to ensure an active, conscious and sustainable participation
