THE 2030 AGENDA AND THE COMMITMENT OF THE ADMINISTRATIONS AND ENTITIES OF THE PUBLIC SECTOR TO THE DEVELOPMENT OF SUSTAINABLE PUBLIC POLICIES

Abstract

The 2030 Agenda for sustainable development is presented, above all, as a new global and local social contract that obliges all social actors and all public administrations to work in a coordinated manner. This new social contract requires starting from an integrating and comprehensive vision that brings together internal public policies and the coherence of policies with sustainable development in a joint collective effort and it is necessary to generate mechanisms that allow cooperation and progress in achieving the Goals of Sustainable Development (SDG), and for these purposes it is necessary to underline the importance of public procurement to achieve them.
This paper deals with the study of one of the current challenges for the Cooperative Movement, in particular, based on the analysis of the relationship between strategic public contracting and the promotion of cooperativism as a consequence of its peculiar social commitment and its contribution, from its origin to the promotion of the development of the general interest in areas such as education, housing, socio-health care and the protection and defense of the environment, in accordance with the terms of the seventh cooperative principle, which advocates that its entities work in favor of the sustainable development of their communities in accordance with the policies adopted by their partners.
