In the present case, the conflict between regulations is resolved through the adaptation of the original text in accordance with the agreement in the corresponding Bilateral Commission for Administrative Coordination, so that subsequent problems are not generated, the significance of which is not always easy to predict. For this reason, our comment begins with a brief exposition on the origin and functioning of these bilateral commissions, to then focus on the identification of the initial conflict, in order to analyze the formula agreed upon to resolve it and how this is reflected, finally, in the changes.
