This allowed decreasing liabilities from 2016 to 2020 by 66%; improving financial ratios from negative values to positive values in profitability ratios, and reaching lower indexes that denote improvement in management as represented by EBITDA, activity index, leverage and liquidity. It was also possible to identify the clarity of the organization's purposes, democracy and participation in the allocation of positions, as well as the ODO's management and administration processes. Thus, it is concluded that these financial changes are the result of the recognized linkage between the principles of good governance established by the IOC and the planned change proposed by Kotter.
